Plan prices are one provider's published 2026 tiers (Strategic Micro Systems, Managed IT Services Cost Per User: A 2026 Pricing Guide). The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Pittsburgh, PA: $80,440) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

Pennsylvania breach notice rule: notify affected residents without unreasonable delay, with no fixed number of days. The Attorney General must also be notified when a breach involves more than 500 residents. The full rule and statute link are in our Pennsylvania data breach notification law summary.

Managed IT services
Managed IT services are a monthly contract under which an outside provider supports a company's users, devices, network, cloud services and backups, and handles routine security, for a set fee per user or per device.

IT support in Pittsburgh: what managed IT costs

Pittsburgh businesses that outsource usually pay $100 to $250 per user per month, the spread published pricing guides report 1. Basic plans start near $100 and premium plans with more security run $200 to $300 2. A 25-person office would spend $30,000 to $75,000 a year.

Pittsburgh is one of the few big metros where hiring in-house looks close on paper. The local median for network and computer systems administrators was $80,440 in May 2025 3, below the national $99,130 4. With benefits at 30% of employer compensation costs 5, that hire costs about $114,900.

The catch is coverage. One administrator is one person: no backup during vacation, no night shift and rarely deep security skill. Most firms that hire also end up paying for monitoring tools and outside help for projects. Our managed IT pricing guide breaks a quote into its parts.

IT support for Pittsburgh's hospitals, universities and offices

Health care and higher education shape Pittsburgh's economy. UPMC, with 59,100 employees, and Highmark Health, with 24,000, are the two largest employers 9. The University of Pittsburgh and Carnegie Mellon University add more than 19,000 between them 9. Education and health services accounted for 266,500 of the metro's 1,201,800 jobs in August 2026 8.

That creates a large ring of smaller organizations around the big systems: physician groups, therapy and home care agencies, billing companies, labs and research spinouts. Many are HIPAA covered entities or business associates. Their IT support needs include:

  • A documented HIPAA risk analysis, which OCR keeps citing in enforcement cases 15.
  • Encrypted devices and email for patient data.
  • Access controls that can be audited when a hospital partner asks.

Our HIPAA compliance services guide covers these in detail.

Allegheny County had 33,812 employer establishments in 2023, including 8,290 with 10 to 49 employees and 1,980 with 50 to 249 6. It also had 654 establishments in computer systems design and related services 7; software firms are counted there alongside support providers. PNC and BNY Mellon add a finance base 9, and HUD notes the area has grown into a hub for robotics and high-tech firms 9.

Pennsylvania breach and privacy rules for Pittsburgh businesses

Pennsylvania has no comprehensive consumer privacy law as of October 2026. It is not on the list of states with enacted general privacy laws 12, and a House-passed bill, HB 78, was still pending in the Senate as of October 2026 13. That leaves the breach notification law as the main state rule for most businesses.

That law requires notice to affected Pennsylvania residents without unreasonable delay 1110. If more than 500 residents are notified, the Attorney General must be told at the same time 11. Since September 26, 2024, a breach that exposes a name together with a Social Security number, bank account number or driver's license number carries an added cost when more than 500 people are notified at once 1122. The business must offer 12 months of free credit monitoring plus one independent credit report 11. That is a direct cost per person, which makes encryption and access logging worth more.

Health care organizations also answer to HIPAA, which requires notice to individuals no later than 60 days after discovery of a breach 14. Confirm which rules apply to you with counsel.

In the FBI's 2025 report, Pennsylvania ranked sixth for complaints, with 31,154, and reported losses of about $537.8 million 16.

Cybersecurity services in Pittsburgh

Cybersecurity services for a Pittsburgh small business usually mean three things on top of IT support: managed detection and response, email security and staff training. MDR usually costs $8 to $25 per endpoint per month 17, and many managed plans include it.

For health care groups, the bigger exposure is regulatory. OCR settled with OSF Healthcare for $552,250 in July 2026 after a ransomware breach, citing a failure to do an accurate risk analysis 15. A provider can help a small practice prepare and update one.

If you have one internal IT person, consider adding a part-time security lead rather than a full hire. Published vCISO retainers for firms with fewer than 50 employees run about $1,500 to $4,000 a month 18. See our cybersecurity for small business guide for priorities.

Co-managed IT and IT services for growing Pittsburgh firms

Because local IT wages are moderate, more Pittsburgh firms keep one IT employee and add an outside team. That co-managed model gives the employee monitoring tools, after-hours coverage and a bench for projects. Budget anywhere from $45 to $175 per user monthly, based on one provider's published figures 20.

For projects such as moving to Microsoft 365, replacing a server or building a network for a new office, consultants usually bill hourly; published external rates run $150 to $250 per hour 21. Our co-managed IT guide explains how to split responsibilities cleanly.

Choosing a managed service provider in Pittsburgh

A good Pittsburgh provider can show you how it handles health data, after-hours outages and on-site work across the region. Ask:

  • Will you sign a HIPAA business associate agreement, and have you supported a risk analysis?
  • Who answers at 2 a.m., and is that included?
  • How far are your technicians from our office, and what does a site visit cost?
  • On exit, do our passwords, documentation and backups come with us at no charge?

Our guide to choosing an MSP lists more questions. For multi-office firms, see our pages on managed IT in Cleveland, Columbus and Washington, DC, or the managed IT services overview.

Common questions

How much does IT support cost in Pittsburgh?

A managed contract typically costs $100 to $250 per person each month in published pricing guides 1, so a 25-person Pittsburgh office spends $30,000 to $75,000 a year. Paying only when something breaks runs $75 to $250 an hour 1.

Is it cheaper to hire IT staff in Pittsburgh than in other cities?

Yes, somewhat. The Pittsburgh median for systems administrators was $80,440 in May 2025 3, below the US median of $99,130 4. With benefits that is still about $114,900 a year by our calculation 5, for one person.

Does Pennsylvania have a data privacy law like California's?

No. As of October 2026 Pennsylvania has no comprehensive consumer privacy law 12. A bill, HB 78, passed the House in 2025 but is not law 13. The state breach notification law still applies.

What does a Pennsylvania business owe after a data breach?

Notice to affected residents without unreasonable delay, and to the Attorney General at the same time if more than 500 are notified 11. If Social Security, bank account or license numbers were exposed with names and more than 500 people are notified, you must offer 12 months of credit monitoring 1122.

Do Pittsburgh medical practices need a special IT provider?

They need one that will sign a business associate agreement and support a HIPAA risk analysis. OCR keeps citing a missing risk analysis in settlements 15. Ask for examples of health care clients the provider supports.

What is a managed service provider in Pittsburgh?

It is a company that runs your IT under a monthly contract, covering help desk, monitoring, patching, backups and basic security. Pricing is usually per user or per device. Most work is remote, with site visits as needed.
