The in-house figure is the median salary for network and computer systems administrators (BLS OEWS May 2025 via O*NET OnLine, Baltimore-Columbia-Towson, MD: $122,950) divided by 0.70, because benefits are 30% of total compensation (BLS Employer Costs for Employee Compensation, June 2026). This is our calculation. Licenses, hardware and projects are extra either way, and one person cannot cover every hour.

- Managed IT services
- Managed IT services are outsourced, ongoing management of a company's technology, including user support, device and network monitoring, updates, backups and security, delivered by a provider for a predictable monthly fee.
What managed IT services cost in Baltimore
Plan on $100 to $250 per user per month for managed IT in Baltimore. That is the range in current published pricing guides for help desk, monitoring, patching and baseline security 12. Plans for defense contractors that need compliance documentation can sit at the top of that range or above it.
Local labor is unusually expensive. Baltimore-Columbia-Towson pays network and computer systems administrators a median of $122,950, against $99,130 nationally 34. Computer user support specialists earn $62,950 7. Add benefits, which are 30% of private-sector compensation 8, and one administrator costs about $175,600 a year (our calculation).
For a 25-person office, a managed plan at $30,000 to $75,000 a year costs less than half of one in-house hire with benefits. Fort Meade, Aberdeen and their contractors can also draw on the same pool of IT people you would. Our managed IT pricing guide breaks down what sits inside a per-user quote.
Baltimore's employers: defense, hospitals and the firms around them
In HUD's 2021 market analysis, the Baltimore area's largest employer is Fort George G. Meade, with 54,000 people including contractors and military personnel, and Aberdeen Proving Ground (21,000) ranks fifth 5. Northrop Grumman employs 10,650 5. Johns Hopkins University (27,300), the Johns Hopkins Health System (23,500) and the University of Maryland Medical System (22,600) fill out the top of the list 5.
Smaller businesses orbit both groups. Baltimore city and Baltimore County together held 32,723 establishments in 2023, including 7,508 with 10 to 49 employees and 1,842 with 50 to 249 910. The same data shows 625 establishments in computer systems design and related services 1112.
In August 2026 the metro counted 292,500 education and health services jobs, 255,400 professional and business services jobs and 226,800 government jobs 13. For IT, that means two compliance tracks: defense work under DFARS and CMMC, and health care work under HIPAA. Our HIPAA compliance services guide covers the second.

Get my Baltimore quoteCMMC and defense contractor IT in Baltimore
Baltimore contractors and subcontractors whose DoD contracts include DFARS 252.204-7012 must still meet NIST SP 800-171 today, even though CMMC's certification phase is on hold. DFARS 252.204-7012 requires contractors to implement NIST SP 800-171 and to report cyber incidents to DoD within 72 hours of discovery 14.
On July 13, 2026 DoD suspended CMMC Phase 2, the third-party assessment phase that had been planned for November 2026. DoD CIO says implementation is paused in Phase 1 and that all Phase 1 self-assessment requirements remain in place 15. No restart date has been announced, so the schedule may change again.
What this means for a small Baltimore contractor: keep your self-assessment and SPRS score current, keep your system security plan accurate, and pick an IT provider that can show how it supports each control. Our CMMC guide and NIST SP 800-171 overview explain the requirements; confirm your contract obligations with your contracting officer or counsel.
Maryland breach notice, privacy law and the security duty
Maryland reverses the usual order of notice. A business must notify the Office of the Attorney General before it notifies affected individuals, with no minimum number of people 6. Residents must then be notified as soon as reasonably practicable, and no later than 45 days after the breach is discovered 6. Build that sequence into your incident response plan so no one mails customer letters first.
For example, a Baltimore County property manager has a shared mailbox phished, exposing tenant records for 200 Maryland residents. The first filing goes to the Attorney General even though only 200 people are involved, and tenant letters follow within 45 days of discovery 6.
Maryland's Personal Information Protection Act also requires reasonable security procedures suited to the data and the size of the business 16. For a shared mailbox, MFA is the obvious place to start.
The Maryland Online Data Privacy Act took effect October 1, 2025 17. It applies to businesses that controlled or processed personal data of at least 35,000 Maryland consumers in the prior year, not counting payment-only data 1718. The threshold drops to 10,000 consumers if more than 20% of gross revenue came from selling personal data 1718. It has no small-business exemption and generally covers nonprofits. Penalties reach $10,000 per violation and $25,000 for repeat violations 17. A Baltimore retailer or clinic with a large customer list can cross 35,000 sooner than expected.
Marylanders filed 19,430 complaints with the FBI's IC3 in 2025 reporting $390.2 million in losses 19.
Cybersecurity services and co-managed IT in Baltimore
The security baseline in Baltimore looks like the insurer baseline: MFA, endpoint detection and response, email filtering, encrypted and tested backups, and an incident response plan 20. Managed detection and response adds roughly $8 to $25 per endpoint per month 21; our cybersecurity for small business guide explains where it fits.
Given local salaries, many Baltimore firms keep one internal IT person and add co-managed support. One provider's 2026 figures put that support at $45 to $175 per user per month, with scope setting the price 22. See how co-managed IT works for the usual division of duties.
Choosing an IT support provider in Baltimore
Ask Baltimore providers how they handle Maryland's Attorney General-first notice order, whether they have supported a NIST SP 800-171 self-assessment, and how fast a technician can reach each site. Of the 625 IT services establishments in the city and county together, 419 are in Baltimore County and 206 in the city 1112. If your office is downtown, ask whether the technician assigned to you works from the county and what a same-day visit costs. The remaining questions are in our checklist for choosing an MSP.
